This is a private server. Your username has to be on the whitelist before you can connect — without it you will be turned away at the door even with the right address. Bedrock players are added under their gamertag.
Only these players can connect. Bedrock names are stored with a leading dot.
Saved to server.properties. Most need a restart before they apply.
